Professor Hemant Bhargava and CATS team examine how states are shaping AI’s future

Distinguished Professor Hemant Bhargava presented on "AI Legislation in the U.S.: A Descriptive Analysis" at the UC Davis School of Law Center for Innovation, Law and Society on Oct. 16, 2025. Bhargava is the director of the Center for Analytics and Technology in Society at UC Davis (CATS).

As CATS, Bhargava has partnered with undergraduate student Mark Soliman to drive cutting-edge research examining the landscape of AI legislation in the U.S. over the past five years.

The team has already classified 1,500+ state bills and developed an in-depth analysis of which states are drafting bills on what AI topics, their timeline for doing so, and their success in enacting legislative proposals into law. They are exploring the political, demographic and economic factors and how these factors shape AI regulatory efforts and outcomes.
